Background
'You say things with your mouth Cobwebs and flies come out' I think is showing how a person is lying about something, and based on twenty one pilots' other song meanings i would guess they're lies about how the person is feeling to do with suicidal thoughts and depression.
'I hear a second voice Behind your tongue somehow Luckily I can read your mind Flies and cobwebs unwind' This is Tyler saying that he knows you're lying and what you are actually thinking and feeling.
'They will not take you down They will not cast you out.' I believe this is Tyler assuring the person who lies about their feelings that if they tell someone about their issues, people wont think they're weird or horrible as they may believe they are.
'Dear friend Here we are again pretending To understand how you think your world is ending, Sending signals and red flags in waves,' I think this part is referring to when you do open up to someone about your suicidal thoughts etc that people try to help and understand but they cant.
'It's hard to tell the difference between blood and water these days,' To me this part is saying how friends can be there for you and understand you and your problems more than family.
'I'll pray that one day you see, The only difference between life and dying, Is one is trying, That's all we're called to do, So try to love me and I'll try to save you.' This part is him saying that we were put on the earth to live and to commit suicide would be unnecessary.
'Won't you stay alive, I'll take you on a ride, I will make you believe you are lovely.' This part I think is Tyler saying that if choose to die you'll miss out on all the good things in life that make you feel happy and good about yourself.
'Your redemption won't grow stale,' I think this may be a reference to God. Tyler is saying that He will always be there to help you.
'we are now just setting sail, On the seas of what we fear, treason now is growing near to me, I'm coming clean, God, hit me straight on. Don't be gone' Is saying that they are only just beginning to face their fears and to not give into the suicidal thoughts.
'You say things with your mouth, cobwebs and flies come out.' I think maybe this was added at the end to show that even after saying all of these things to this person they still lie about how they feel as they don't have the confidence in themselves to tell someone. [1]

“Lovely” was originally released in 2011 on the band’s second album, Regional at Best. On April 17, 2013, a new version of the song was released as a promotional single in Japan. It received radio play in Japan and even landed on the Japanese Billboard Hot 100 chart.
The song was also featured in a Japanese commercial one week before this second release on April 10. Warner Bros. Music put together a promotional video documenting the duo’s tour in Japan along with the new version of “Lovely.” The video only aired in Japan, and was eventually taken down for copyright reasons.
